Dr. Rashid Mosley (Dr. Ra) is an enterprise strategy and systems architect who designs the systems that enable organizations — and entire sectors — to execute strategy, strengthen performance, and scale impact.
As Vice President of Programs at Independent Sector, he leads the development of a national system for defining, measuring, and advancing the health of the U.S. charitable sector. His work centers on building the infrastructure that allows organizations to move from insight to implementation and sustained, system-level change, with a focus on financial resilience, workforce sustainability, governance and effectiveness, and advocacy capacity.
With nearly three decades of experience across the nonprofit, research, and higher education sectors, Dr. Ra led the design of enterprise operating models, capital and performance systems, and leadership and learning architectures that enable organizations to navigate complexity and deliver results at scale.
Previously, he served as a Senior Policy Program Manager at the Urban Institute, where he directed the development of systems and execution frameworks for national initiatives. He also served as Faculty Director of Adult and Organizational Learning Programs at Northeastern University, where he built capability and leadership systems across doctoral, graduate and professional programs. Earlier in his career, he held senior leadership roles with the American Diabetes Association and United Way, where he designed and led national and regional operating and capital systems.
Dr. Ra holds a Bachelor’s degree in Chemistry from Savannah State University, a Master’s degree in Leadership from Central Michigan University, and a Doctorate in Human and Organizational Learning from the George Washington University.
