Victor Reinoso is the chief operating officer (COO) of Independent Sector. As the COO, Victor leads IS’ operational model that integrates and leverages technology as a primary vehicle for advancing our mission and engaging our community. He oversees finance and administration, technology and data management, business development, membership, and conference and knowledge sharing.
Victor Reinoso is an entrepreneur with two decades of experience building and transforming private and public sector organizations. His experience includes politics, business, education, technology, and civil rights advocacy.
Prior to joining IS, Victor worked in a range of entrepreneurial leadership roles across sectors. As senior advisor to Bellwether Education Partners, he advised on projects involving public sector work, innovation, and finance. Previously, Victor founded Hopscotch Ventures, a mission-driven investment and advisory firm with a diverse portfolio of technology, real estate, and community development projects, and Decision Science Labs, a K–12 analytics platform linking school-level spending to outcomes.
Victor has played many roles in K–12 and higher education. He was senior adviser to the president of Georgetown University, where, among other things, he helped develop the university’s Massive Online Open Course (MOOC) strategy, launch the Edunomics Lab, and create a new executive master’s in leadership program at the McDonough School of Business for public school leaders. Victor served as the District of Columbia’s first deputy mayor of education, where he oversaw the city’s education agencies and a more than $1 billion operating budget. Before becoming deputy mayor, Victor was an elected member of the DC Board of Education.
Previously, Victor was COO of the Federal City Council, founder of RadioFutura (an early streaming media company), and a consultant to leading brands including AOL, PBS & Verizon. Victor is a member of the Aspen Global Leaders Network and serves as a Trustee of the District of Columbia Public Library. He has an MBA from the MIT Sloan School of Management and a bachelor’s degree from Georgetown University. The son of Peruvian immigrants, Victor grew up in a Spanish-only household and lives in Washington, DC.
